Rajya Sabha: 45 Opposition members suspended from Rajya Sabha

Equations between the Opposition and the treasury benches hit a new low in the Rajya Sabha on Monday with the suspension of 34 members for the remainder of the winter session. Another 11 MPs have been suspended till their names are cleared by the privileges committee of the House. The Opposition has been pressing for a statement by home minister Amit Shah on the security breach in the Lok Sabha last week. Members displayed placards, raised slogans and walked into the Well of the House.

The 34 members suspended were: Pramod Tiwari, Jairam Ramesh, Amee Yagnik, Naranbhai J Rathwa, Syed Nasir Hussain, Phulo Devi Netam, Shaktisinh Gohil, KC Venugopal, Rajani Patil, Ranjeet Ranjan, Imran Pratapgarhi, Randeep Singh Surjewala (all Congress), Sukhendu Sekhar Ray, Mohammad Nadimul Haque, Abir Ranjan Biswas, Santanu Sen, Mausam Noor, Prakash Chik Baraik, Samirul Islam (all Trinamool), M Shanmugham, NR Elango, Kanimozhi NVN Somu, R Girirajan (all DMK), Manoj Kumar Jha, Faiyaz Ahmed (both RJD), V Sivadasan (CPI-M), Ram Nath Thakur, Aneel Prasad Hegde (both JDU), Vandana Chavan (NCP), Ram Gopal Yadav, Javed Ali Khan (both SP), Mahua Majhi (JMM), Jose K Mani (KC-M) and Ajit Kumar Bhuyan (Independent).

The 34 MPs were suspended under rule 256(3) of the Rules of Conduct and Procedure. 11 were suspended and their cases were referred to the privileges committee of the Rajya Sabha. They are: Jebi Mather Hisham, L Hanumanthaiah, Neeraj Dangi, Rajmani Patel, Kumar Ketkar, GC Chandrashekhar (all Congress), Binoy Viswam, Sandosh Kumar P (both CPI), M Mohamad Abdulla (DMK), John Brittas and AA Rahim (both CPI-M). They will remain suspended till the panel takes a decision on the charges against them – displaying placards, raising slogans and walking into the Well of the House. The committee has been given a deadline of three months. The total number of suspended Opposition members in RS stands at 46, with Trinamool leader Derek O’Brien suspended last week.

The Opposition forced several adjournments. In the morning, the House was adjourned within minutes and before the special mentions could be taken up. The House met again at noon, only to be adjourned till 2 PM. The government managed to get two bills related to J&K passed in 12 minutes amid slogan shouting. The House was adjourned again till 4:30 PM.

Chairman Jagdeep Dhankhar tried to pacify members. “The security breach incident is a matter of collective concern. Incidents of such nature have occurred in the past. A high-level inquiry committee has been formed by the Speaker, Lok Sabha, to thoroughly investigate the incident. Findings of the committee will be presented in the Lok Sabha in due course,” he said. While the Opposition kept demanding that the Leader of the Opposition Mallikarjun Kharge be invited to speak, the Chair did not accede to it. The House was adjourned a few times in the course of the day. Dhankhar asked Kharge to meet him in his chamber, but the latter did not comply. He then said in the House that since Kharge has refused to meet him, he cannot allow him to speak. When the House met again, Leader of the House Piyush Goyal moved the motion for the suspensions, which was passed by a voice vote.
