NEW DELHI: Union home minister Amit Shah on Tuesday said the Narendra Modi government has prepared a seven-year blueprint as part of which Central troops will be pulled back from order duties in Jammu and Kashmir, leaving the J&K police exclusively in charge of that domain.
“The plan is already under implementation….we have been strengthening the J&K police, which are now leading all anti-terror operations with the Central forces in a supporting role.Earlier J&K police were not trusted by the establishment in Delhi. We have brought a qualitative change in J&K police…they are now in the forefront of all operations…earlier it were the Army and Central forces who were taking the lead,” Shah said in an interview to a J&K-based news channel Gulistan News.
Shah said post-election, taking the blueprint further, “we will surely hand over law and order duties entirely to J&K police while the (Central) troops gradually return to the barracks”. Shah also declared that with the situation in J&K getting normal, “we will soon consider reviewing the coverage of Armed Forces Special Powers Act (AFSPA) there”.
The home minister said that the assembly election in Kashmir will be completed before September 30, in line with the order passed by the Supreme Court. “Restoring full democracy in Jammu and Kashmir is Modi Ji’s assurance given on the floor of Parliament and will be fulfilled,” he stated.
Asked about BJP’s electoral prospects in J&K, Shah said the aim behind introducing the positive changes in J&K starting with the nullification of Article 370 was not to immediately strengthen the BJP politically in J&K. “We will patiently make our place among the people of J&K and build our organisation there. Our aim is to ensure that people elect their own representatives and reject dynastic rule limited to three parties…all those who speak the language of Pakistan will get a befitting reply in this election,” he stated.
The home minister ruled out the possibility of holding any dialogue with the separatist groups. “We will talk to the youths of Kashmir and not to organisations that have roots in Pakistan…the latter are responsible for the deaths of 40,000 youths of J&K” he said.
Shah underlined that the Centre, as part of its resolute action against terrorists and separatists in J&K, has banned 12 organisations, designated 36 individuals as terrorists, registered more than 22 cases to stop terror finance, seized properties worth Rs. 150 crore, got 90 properties attached and 134 bank accounts frozen.
As a result, he added, the stone pelting incidents in J&K have reduced to nil from 2,564 in 2010. Terror incidents too declined by 70% from 7217 between 2004 and 2014 to 2227 in 2014-23 and total deaths by 68% in the corresponding period.
