She ordered the Care Quality Commission to launch the probe to “provide answers” for the families of Barnaby Webber and Grace O’Malley Kumar, both 19, and Ian Coates, 65.

The trio were stabbed to death by Calocane, 32, in Nottingham last June.

Ms Atkins said: “I hope it helps to improve the standard of mental health care in Nottinghamshire.”

The full review has been demanded by March — before the Government responds.

Calocane had been sectioned four times, yet appeared to dupe experts and was allowed to only occasionally meet psychosis teams.

The review comes after NHS England ordered an independent mental health homicide review into the failings.

The NHS’s Claire Murdoch said: “It is essential there’s a thorough review to ensure appropriate action.”

Notts Police ignored requests for comment over claims they “had blood on their hands” for not stopping the killer.

He has been detained indefinitely in a psychiatric hospital.
