The 32-year-old was taken to hospital and died days later, Pontypridd Coroners’ Court was told.

Perry had been locked after he admitted ten counts of indecent assault and sexual assault on a child under 13.

The sex beast abused both male and female babies – including some aged less than six months.

His sick crimes only came to light when he walked into a police station to confess.

At his sentencing, Perry was described as an “extremely high risk” to children.

The inquest was told Perry had been diagnosed with paranoid schizophrenia and prescribed antidepressants at the age of 17.

His mental health deteriorated in prison and he was put in a safer custody unit as a result.

This meant he was subjected to increased observation five times an hour – using both CCTV and in-person checks.

But an item that should have been “removed” from his cell was later used by Perry to harm himself.

On October 30, 2019, a prison officer tasked with keeping tabs on Perry said he did not see him on CCTV but heard him “shouting and kicking” so concluded he was still alive.

He was later found unresponsive and taken to the Princess of Wales Hospital where he died four days later.

The inquest was told Perry had been due to be transferred to Cwm Seren secure unit, which falls under Hywel Dda University Health Board, on November 4.

A cause of death was given as airway obstruction due to hanging leading to a hypoxic brain injury.

The inquest jury recorded a verdict of misadventure, citing a failure to undertake indicated observations and a delay to his transfer to a secure mental health unit as contributing factors.

Speaking at the hearing, Perry’s mum told how she hoped prison would rehabilitate her son.

She added: “My family had forgiven him and were prepared to bring him back into the family and help him [when released].”
