Debate on the December and February summits and the situation in Hungary

From 9.00, MEPs will discuss with Commission President von der Leyen and Belgian Foreign Affairs Minister Lahbib the results of the December European Council, as well as looking ahead to the 1 February special summit and assessing the situation in Hungary and EU frozen funds. On 1 February, member states will try again to reach consensus on the mid-term review of the EU’s long-term budget and a €50 billion financial aid package for Ukraine. MEPs will vote on a resolution on the situation in Hungary this Thursday.

Economic governance framework: new rules should prioritise investment and credibility


MEPs will hold a brief debate with Commissioner Gentiloni and Belgian Foreign Affairs Minister Lahbib on the revamp of the EU’s economic governance rules. MEPs’ priorities include encouraging investment and national ownership, and improving the system’s credibility. A vote on the draft mandate for negotiations with Council on the preventive arm of the new rules is expected to take place at noon.

Fair compensation for European authors from music streaming platforms

Concerned by the conditions European authors are subjected to in the unregulated music streaming business, MEPs are set to call at noon for a revision of the pre-digital royalty rates and condemn the “pay for play” schemes that force authors to accept lower or no revenues in exchange for greater visibility.

Rule of law in Slovakia / EU values in Greece

Plenary will vote at noon on a draft resolution criticising the proposals to reform the criminal code announced by Prime Minister Robert Fico’s new government, wrapping up a debate held on 13 December. From around 15.00, MEPs will discuss with Commissioner Reynders and Belgian Foreign Affairs Minister Lahbib the situation of rule of law and media freedom in Greece. A resolution will be put to the vote in the 5-8 February plenary session.

In brief

Situation of farmers and rural areas. From around 15.00, plenary will discuss how to improve the socio-economic situation of farmers and rural areas, ensuring fair incomes, food security as well as a just transition, in a debate with Commissioner Wojciechowski and Belgian Foreign Affairs Minister Lahbib.

Situation in Serbia. MEPs will discuss with Commissioner Reynders and Belgian Foreign Affairs Minister Lahbib the situation in Serbia after domestic and international observers reported irregularities during the elections on 17 December, what prompted citizens to anti-government demonstrations. MEPs will vote on a resolution in February.

China’s influence on critical infrastructure in the EU. A draft report, to be put to a vote by plenary at noon, warns of the risks of growing Chinese influence over European critical infrastructure and calls for action to reduce vulnerabilities. A separate text, also up for a vote today, urges EU member states to limit foreign influence in EU ports.

Fundamental rights in the EU. In the afternoon, MEPs will debate the situation of fundamental rights in the EU with Commissioner Reynders. They are set to raise the alarm on media freedom, corruption, and police violence. The vote will take place on Thursday.

Votes

Starting at noon, plenary will vote, among others, on:

  • rules to ban greenwashing and unfounded environmental claims and enhance durability of products in the EU market;
  • implementation of the Treaty provisions on national parliaments and on EU citizenship;
  • implementation of the EU-Canada Comprehensive Economic and Trade Agreement (CETA);
  • human rights and democracy in the world and the EU’s policy on the matter – 2023 annual report;
  • virtual worlds – policy implications for the single market and civil, company, commercial and intellectual property law issues, and
  • European historical consciousness.
