Why India should work to ‘de-politicise’ UNSC sanctions

A parliamentary standing committee, led by BJP’s PP Chaudhary, highlighted on Monday that terrorism in India is sponsored from across the border, specifically pointing to the role of Pakistan’s Inter-Services Intelligence (ISI).
The 28th report on ‘Countering Global Terrorism at Regional and International Levels’ has recommended the formulation of an action plan and mechanism to eliminate terrorist networks and safe havens in neighbouring countries.
Depoliticisation of UNSC
The committee urged the government to persistently work towards de-politicising the UN Security Council’s sanctions regime.
The report by the panel on external affairs came against the backdrop of China blocking the listing of a number of Pakistan-based terrorists by the UNSC’s sanctions committee.
Action plan
Recommendations from the committee include developing an action plan or mechanism for sharing resources, enhancing capacity, and pooling expertise from central agencies.
Emphasising the importance of collaboration with FATF and other bodies, the committee urged the government to enhance regulatory capacity to prevent terrorist entities from finding new opportunities for financing terrorism.
The committee stressed the need for a transparent, evidence-based listing and delisting mechanism to combat terrorism effectively advocating greater transparency in the process.
India’s role
The committee urged India to play a prominent role in collaborating with the international community to prevent the spread of radicalisation and extremist ideologies.
It said India remains a recruitment target for global terror groups such as Al-Qaeda and ISIS that are operating in South Asia.
Emerging threats
The committee recommended joint action plans at bilateral, regional, and multilateral forums to counter the use of drones, virtual currencies, and encrypted communications by terrorists.
Combatting cyber terrorism
The committee highlighted ongoing negotiations with ICANN (the Internet Corporation for Assigned Names and Numbers) to establish clusters of internet root servers in India and a multifaceted approach, involving global cybersecurity and law enforcement organisations at regional and international levels, to counter global cyber terrorism effectively.
