Medical Education Minister Dr Sharan Prakash Patil moved the resolution urging the Centre to revert to the earlier system of selecting students for MBBS seats based on the State’s entrance test.
The NEET examination system severely affects the medical education opportunities of poor rural students and deprives the rights of the state governments to admit students in the state government medical colleges. Considering the repeated irregularities in the NEET examination, the Centre should make necessary amendments in the National Medical Commission Act, 2019 so that the NEET system is dropped at the national level, the resolution said.
As for one-nation-one-election, the resolution said the proposed move was a threat to India’s democratic and federal setup. The BJP, however, opposed the resolution.
State legislatures have their own terms of office and a uniform election schedule would undermine the states’ autonomy by focusing too much on national issues, and ignoring local concerns, the resolution said while expressing serious concerns arising out of simultaneous elections.Opposition leader R Ashoka, however, said the idea behind the one-nation-one-election was to save on election costs and ensure seamless development which suffers due to multiple model codes of conduct, he said.

The State opposed delimitation of constituencies based on the census data gathered in 2026 or later. The Centre must go by the 1971 census data while deciding the number of Assembly and Lok Sabha seats for Karnataka, the resolution said.
