The first half of the day in the Rajya Sabha on Tuesday was disrupted with the Opposition again raising its demand that Home Minister Amit Shah come to the House and make a statement on the December 13 security breach. The Zero Hour and Question Hour could not be held as Dhankhar adjourned the House amid slogan shouting, display of placards and trooping into the Well of the House by the Opposition.
When the House assembled at 2PM, Dhankhar adjourned it within minutes. However, he expressed his ire to the Opposition over Banerjee mimicking him a few minutes earlier in the Parliament premises. Drawing senior Congress leader P Chidambaram’s attention to the incident, he said a senior party member (Rahul Gandhi) had done videography of the incident. The Chairman said he had “suffered” disrespect on social media sites Instagram and Twitter when that video was put up though it was removed later. This was an insult to his position, the Jat community he hails from, and his status as a farmer, the chairman said.
Later in the evening, Parliamentary Affairs Minister Pralhad Patel made a statement condemning the whole incident and the conduct of the Opposition MPs. “I want to condemn the behaviour of some senior members of the Opposition. An unfortunate drama unfolded earlier when Kalyan Banerjee did mimicry of the Rajya Sabha Chairman and a senior leader of the Congress, who was president of the party for sometime, captured it on his mobile.”
He further charged that the whole incident has been all over the social media due to the Opposition.
“From the beginning Congress has been insulting our president who is from the tribal community. This shows their mentality. It is a question of their attitude. Earlier, the then Rajasthan Chief Minister had insulted out Vice President when he was visiting the state to attend an official program and when the code of conduct was not yet in force. They are against tribals, farmers and Jats,” he said, demanding an apology from the “Ghamandiya alliance” for “belittling the Vice President” and acting in the “most insulting and derogatory manner”.Congress, he alleged, has also spoken against the prime minister who comes from a poor background and hails from the OBC community. The House conducted legislative business which included passing the Appropriation Bills in the din with some members from BJP and the NDA friendly parties making summary remarks. The National Capital Territory of Delhi Laws (Special Provisions) Second Amendment Bill, 2023 was also passed after a discussion.
Three lady members from the Opposition- Jaya Bachchan (SP), Dola Sen (TMC) and Priyanka Chaturvedi (Shiv Sena-UBT)- staged a walkout in protest at not being heard by the Chair. Bachchan later told reporters that the Chair only allows the Treasury Bench members to speak and the voice of the Opposition is going unheard. She also charged the government with being arrogant.
